Not only is HAL looking to Dubai for expansion, they are moving their entire corporate HQ, Lesar, etc there. I don't know if it's just my paranoia acting up again, but this just smells fishy. If memory serves, less than 40% of their revenue comes from the eastern hemisphere.

I think they want to better compete with SLB for lucrative mideast contracts. I think they could have just opened a big office there, but if it saves them money, I don't really mind.
